Abstract

University libraries occupy a central place in the teaching, learning and research mission of higher education institutions, and the computer has become the principal tool through which modern library operations and services are delivered. Despite considerable investment in information and communication technology (ICT) by many universities, the proper utilization of computers in university libraries remains constrained by a range of interrelated problems. This paper reviews existing scholarship to identify and discuss the major challenges militating against the effective use of computers in university libraries, including inadequate and unstable electricity supply, poor internet connectivity, insufficient funding, a shortage of ICT-skilled personnel, low digital literacy among staff and users, technical and maintenance difficulties, weak institutional policy and administrative support, user resistance to change, and socio-cultural and geographical factors. The paper adopts a descriptive review approach, drawing on recent library and information science literature to synthesis the state of knowledge on the subject. It concludes that these challenges are mutually reinforcing rather than isolated, and that overcoming them requires a coordinated response involving stable power alternatives, dedicated ICT budgets, continuous staff and user training, robust technical support structures, and strong institutional commitment. Recommendations are offered for library administrators, university management and policymakers seeking to improve computer utilization in university libraries.
